According to the "Plan", this year the southern region will further expand the scale of market-oriented electricity across provinces and regions, enrich trading varieties, and increase trading frequency.

The formulation of the "plan" aims to further implement the strategy of power transmission from the west to the East, maximize the consumption of surplus hydropower in the western provinces and regions, and ensure the power supply of the five provinces and regions.

In the face of the accelerated pace of power market reform and the complex and changeable situation of power supply and demand, in recent years, Guangzhou Electric Power Trading Center has given full play to its role as a platform and created a new mechanism of "agreement market. In order to further play the role of the "agreement market", the "Plan" clarified 12 key tasks from four aspects.

In terms of agreement, the Plan proposes to ensure the rigid implementation of the West-East Power Transmission Agreement. To implement the main body of responsibility for the transmission of electricity from the west to the east, the plan for the agreement on the transmission of electricity from the west to the east should be broken down into specific power plants in the west. If the market entity needs to adjust the annual and monthly agreement plan, the relevant unit shall start the adjustment process in a timely manner and adjust it after the sending party has reached a consensus.

In terms of the market, the "Plan" proposes to continuously expand the scale of cross-provincial market transactions, actively promote the construction of the power spot market, and strengthen forward-looking research on market mechanisms.

How to expand the scale of cross-provincial market transactions? The Program proposes, first, to implement the requirements of relevant national documents, liberalize more power generation enterprises and power sales companies, large users to enter the cross-provincial market, and build a multi-party, fully competitive cross-regional and cross-provincial power market. The second is to further enrich the varieties of cross-provincial transactions, improve the trading mechanism and increase the frequency of transactions. For example, promote Yunnan Power Plant to carry out point-to-point direct transactions with Guangdong Power Sales Company and large users; Optimize all kinds of monthly transactions and temporary transactions within the month, shorten the transaction frequency and transaction process, and explore the organization of transactions by ten days or weeks; Improve the Yunnan-Guizhou water and fire replacement trading mechanism, explore the "point-to-point" mode of replacement trading in flood season; Support the construction of old revolutionary areas and organize cloud electricity into Guizhou trading in flood season; standardize the mode of mutual aid transactions between Guangdong and Guangxi, and flexibly organize mutual aid transactions between Guangdong and Guangxi.

In August 2018, the southern (starting with Guangdong) power spot market was put into trial operation first in the country. In order to adapt to the changes brought about by the power spot market in a timely manner, the Plan proposes that in 2019, the focus will be on the decomposition of the west-to-east power transmission transaction plan curve, the improvement of the inter-provincial transaction settlement mechanism, the transformation of the Guangzhou power trading platform and the transformation of the inter-provincial metering system.
